ACCI, NACCIMA Explore Partnership on Proposed Digital Cattle Market in Kwara

October 27, 2026

The Director-General of the Abuja Chamber of Commerce and Industry (ACCI) and Focal Person of the National Livestock Committee, Mr Agabaidu Jideani, has received a delegation of the Rebelat Centre for Animal Husbandry (RECAH) project to discuss a proposed 10-hectare digital cattle market and livestock enterprise hub in Bode Saadu, Kwara State.

The meeting focused on exploring an institutional partnership with the Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) to mobilise private-sector investment, secure technical expertise and develop an integrated livestock trading ecosystem aimed at modernising Nigeria’s livestock value chain.

Presenting the proposal, Mr Agabaidu outlined a phased implementation strategy that would begin with the development of a two-hectare digital gateway within the proposed 10-hectare site. The first phase would feature smart toll gates, a 60-tonne weighbridge, artificial intelligence-driven security systems, CCTV surveillance and digital revenue collection infrastructure to enhance market management, security, transparency and operational efficiency.

He explained that starting with two hectares would reduce the initial capital requirements and investment risks while allowing the project to establish sustainable operations before expanding to the remaining eight hectares.

Subsequent phases are expected to accommodate livestock processing facilities, veterinary services, transport and logistics infrastructure, a livestock training institute and waste-to-value energy systems. The proposed hub is designed to integrate digital livestock trading, market management, logistics, production, processing and entrepreneurship development.

Reliable data generation and artificial intelligence applications would also support market monitoring, improve operational decision-making and provide valuable information for public-sector planning and policy development. As part of the proposed partnership, Mr Agabaidu presented a framework for establishing a Special Purpose Vehicle (SPV), RABILAT-NACCIMA Agro Industrial Hub Limited, with a proposed five per cent equity allocation to NACCIMA.

He sought the association’s support in identifying potential investors, mobilising technical partners and engaging financial institutions and development partners to secure funding for the project’s initial phase.Participants expressed interest in the initiative, highlighting its potential to create business opportunities for livestock marketers, transport operators, technology providers, processors and other stakeholders across the livestock value chain. Discussions also emphasised the importance of developing a scalable model that could be replicated in other livestock markets, subject to the project’s performance and commercial viability.

The meeting further explored opportunities for NACCIMA members with expertise in artificial intelligence, digital operations and data management to contribute to the project’s technological infrastructure. Participants also underscored the need for a detailed assessment of capital expenditure, particularly the cost of the weighbridge and other critical infrastructure, as well as strategies to ensure long-term operational efficiency..

To advance the proposal, Mr Agabaidu is expected to circulate the detailed project presentation, establish a focal team comprising representatives of NACCIMA, RECAH, and work with the association to develop an appropriate institutional partnership framework. Further engagements with investors, financial institutions and development partners are also planned to mobilise resources for the first phase.NACCIMA is expected to review the proposal and provide feedback through its livestock trade group portal while identifying suitable members for investment, technical collaboration and commercial participation.

Ibrahim Adebayo also indicated plans to coordinate a site visit to Bode Saadu with a team from the Kwara Chamber of Commerce to facilitate further assessment of the proposed development.

The proposed digital cattle market presents an opportunity to strengthen Nigeria’s livestock market infrastructure through technology, private-sector collaboration and strategic investment. If successfully implemented, the initiative could promote greater transparency in livestock trading, improve data management, strengthen market linkages and expand commercial opportunities across the livestock industry.
